Ratification and Schedule of Transitional Measures

Article XXXXXI (51): Ratification and Schedule of Transitional Measures

Section 1. [ratification]

    Clause 1: The ratification of the legislatures of all founding states and of the legislatures of any nations from which any founding states secede, shall be sufficient for the establishment of this Constitution between the states so ratifying the same.

    [Constitution of the United States of America, Article VII:] The Ratification of the Conventions of nine States, shall be sufficient for the Establishment of this Constitution between the States so ratifying the Same.

    [Constitution of the United States of America, Article VI, Clause 1:] All Debts contracted and Engagements entered into, before the Adoption of this Constitution, shall be as valid against the United States under this Constitution, as under the Confederation.

Section 2. [citizenship]

    Clause 1: Any human who is a resident or citizen of area within the Nation Of Pacifica and also a citizen of the United States of America at the time of the commencement of the Nation of Pacifica or the ratification of this Constitution shall be a citizen of the Nation of Pacifica and retain his or citizenship of the United States.

    Clause 2: Any human who is a resident or citizen of area within the Nation Of Pacifica and also a citizen of Canada at the time of the commencement of the Nation of Pacifica or the ratification of this Constitution shall be a citizen of the Nation of Pacifica and retain his or citizenship of Canada.

    Clause 3: Any human who is a resident or citizen of area within the Nation Of Pacifica and also a citizen of the United Mexican States at the time of the commencement of the Nation of Pacifica or the ratification of this Constitution shall be a citizen of the Nation of Pacifica and retain his or citizenship of the United Mexican States.

    Clause 4: Any human who is a member of the U.S. military who has as his or her home of record or state of legal residence a state within the Nation Of Pacifica at the time of the commencement of the Nation of Pacifica or the ratification of this Constitution shall be a citizen of the Nation of Pacifica and retain his or citizenship of in the nation or nations of his or her then current citizenship.

Section 3. [United Nations]

    Clause 1: The Nation Of Pacifica shall inherit a permanent membership on the United Nations Secuirty Council, including the power to veto any substantive resolution.

    Clause 2: The Nation Of Pacifica will be committed ot having the nations of India, Germany, Japan, Brazil, and Egypt added as permanent members on the United Nations Secuirty Council.

Section 4. [NATO]

    Clause 1: The Nation of Pacifica shall be a member of the North Atlantic Treaty Organization (NATO).

    Clause 2: A military officer of the Nation of Pacifica shall always be the Supreme Allied Commander Europe (SACEUR).
